Which Rebbe made a passport to leave and move to Turkey?

In 1920 the Rebbe Rashab made a passport to leave Rostov and move to Turkey. However he canceled his plans. The one and only picture we have today of the Rebbe Rashab is his passport picture. In that time, Rebbes didn’t allow themselves to be photographed because they felt it was immodest.
