Since your father bought you two pairs of Tefillin, Rashi and Rabbeinu Tam, start putting them on after your bar mitzvah. Do this because you surely are learning Torah diligently.

Rabbi Dalfin: This letter was written before the Rebbe announced that all bar mitzvah boys should begin putting Rabbeinu Tam’s Tefillin immediately at their bar mitzvah.
