There is no concern to visit Eretz Yisrael now.

Rabbi Dalfin: This doesn’t contradict the Rebbe’s advice to others not to visit Eretz Yirael because of halachic reasons. One must ask a rav for permission to travel there. This person didn’t ask the Rebbe whether he should or shouldn’t visit, rather whether the timing is right. It was soon after the Yom Kippur war and he was concerned it was dangerous.
