Poverty in Lubavitch

In 1890-1891 the Rebbe Rashab thought of moving from Lubavitch to Rostov because the poverty in Lubavitch was great. It never happened then. However in 1915 he did move to Rostov. His move in 1915 was prompted by the threat of danger from the oncoming enemy army, not poverty.
